Actually when you see non selective horizontal line (it could be vertical as well) in MS Word, it is not a similar line like you insert from shapes. Generally while working on MS Word we use shapes to insert lines, or we use underline options. We can easily select the underlines or inserted shape lines and can delete these lines by removing underline or pressing delete button to remove shapes.
By that we see like a horizontal line which is not selective, is not a usual line, that is a border. Now you get my point? For removing border, you have to follow steps of removing border of a table.
For removing the horizontal lines in MS Word, you need to follow below steps -
1. Open MS Word and try to select all lines. If any line is not being selected, that is your target.

4. Click on "No Border". Now the horizontal line is removed.
